Senate procedural experts have removed several key provisions from Donald Trump's disastrous "big and beautiful bill," delivering a harsh blow to Trump.
Finally, there is some good news about this historically worst bill...
Senator Elizabeth MacDonough ( ruled that key provisions of the lengthy and cumbersome bill violate the Byrd Rule (which limits the contents of reconciliation bills), and therefore, if the bill is to pass with a simple majority, these key provisions must be removed.
Senate Budget Committee senior Democrat Senator Jeff Merkley said: "Senate procedural experts suggest that certain provisions in the Republican 'A Huge and Beautiful Betrayal' will be subject to the Byrd Rule — ultimately meaning that these provisions need to be removed from the bill to ensure it complies with the reconciliation rules."
He added, "Although Senate Republicans would prefer to throw out the rules to advance their agenda of family failure and billionaire victory, there are still some rules that must be followed, and the Democrats are ensuring that these rules are enforced."
McDonald specifically pointed out those that fall under the jurisdiction of the Senate Banking Committee, the Environment and Public Works Committee, and the Armed Services Committee.
One of the marked provisions will cut the Consumer Financial Protection Bureau's funding by $6.4 billion, effectively abolishing the agency, which amounts to providing hefty subsidies to predatory businesses.
McDonald also removed a provision that would cut $1.4 billion in Federal Reserve employee compensation funds, $293 million in funding for the Office of Financial Research, and $771 million in funding, resulting in the dissolution of the Public Company Accounting Oversight Board.
She blocked the funding plan to repeal President Biden's historic Inflation Reduction Act and the repeal of the Environmental Protection Agency's multi-pollutant emission standards for certain vehicles produced after 2027.
Another targeted provision states that if the spending plan is not submitted on time, the Department of Defense's appropriations will be reduced.
Although Senate Majority Leader John Thune can overturn the parliamentary ruling with a full vote, he has hinted that he may not do so. Such a radical move would set a new precedent and would inevitably have negative consequences for the Republican Party in the future.
Senator Elizabeth Warren, a senior member of the Senate Banking Committee, stated: "These proposals are a reckless and dangerous attack on consumers that will lead to more Americans being deceived and trapped by large financial institutions, putting the stability of the entire financial system at risk."
She added, "The Democrats have retaliated, and we will continue to fight against this ugly bill."
